At an early age, the Denver, Colorado native mastered classical piano, guitar, and organ. He used to perform in local bands as a teenager and then with traveling bands in Texas after moving away. This aided him in learning a variety of traditional music forms. In Colorado, he created the band Head First, and in 1979, he traveled to Los Angeles with record producer Keith Olsen to meet an artist seeking a keyboard player. He met various bandleaders and worked as a keyboardist with John Kay & Steppenwolf in 1981.

Tuggle then met Rick Springfield and became a member of his band in 1982. He collaborated with David Lee Roth on keyboards and co-wrote Roth’s track, Just Like Paradise. In 1992, Mike Fleetwood persuaded him to join The Zoo and tour with Steve Lukather. He has shared the stage with Chris Isaak and Whitesnake.

He was a performer and keyboardist on Roth’s Eat ‘Em and Smile tour, as well as the Skyscraper and A Little Ain’t Enough tours. He continued to play with Roth until 1997, and reviewers praised his co-writing efforts. Until 2017, he was a keyboardist on Fleetwood Mac tours, performing with Stevie Nicks, Lindsey Buckingham, and others. Buckingham spoke highly of Tuggle, describing him as a wonderful pianist, bassist, guitarist, and vocalist. Brett said in a 2020 interview that The Beach Boys were a big influence on Tuggle. He also performed on tour with Tommy Shaw and Belinda Carlisle.
