His father was a Puerto Rican Catholic named Lillian Friedman Rivera, and his mother was of Russian Jewish origin named Cruz Allen Rivera. He has two siblings: Sharon, his sister, and Craig, his brother. He is of mixed (Puerto Rican, Russian-Jewish) heritage and possesses an American passport.

Rivera graduated from West Babylon High School. He attended the State University of New York Maritime College from 1961 to 1963. He then went to the University of Arizona, where he earned a B.S. in business administration. Rivera then attended Brooklyn Law School in 1966. As a law student, he interned with the New York County District Attorney. He also received a Reginald Heber Smith Fellowship in poverty law at the University of Pennsylvania Law School in the summer of 1969. He has no journalistic experience, thus ABC set up an introductory broadcast journalism course for him in 1970. It was hosted at the Columbia University Graduate School of Journalism as part of the Ford Foundation-funded Summer Program in Journalism.
