Jello Biafra was born on June 17, 1958, in Boulder, Colorado. His mother, Virginia, was a librarian, and his father, Stanley Wayne Boucher, was a psychiatric social worker. He also had a sister named Julie J Boucher, who died while mountain climbing on October 12, 1996.

He had an interest in international politics as a child, which his parents encouraged, and he also liked to watch the news. He recalls the assassination of John F. Kennedy.
