Along with his siblings, he grew up in Natick, Massachusetts. His mother and father were also Roosevelt Democrats and New Deal enthusiasts.

Marian High School in Framingham, Massachusetts, gave him his primary schooling. He afterward attended Holy Cross College to earn his BA, Baruch College to earn his MPA, and the University of Pittsburgh to complete his education. A former delegate from Virginia named Brian Moran is his brother.
