Terrell Raymonn Suggs was born in Minneapolis, Minnesota on October 11, 1982. Donald Lee Suggs and Laverne Dian Suggs are his parents. He grew up in St. Paul, Minnesota, and began playing football at a young age.

His family relocated to Arizona when he was in eighth grade. He attended Chandler High School before transferring to Hamilton High School. During his high school career, he set numerous records and was named Arizona Player of the Year.

Later, he transferred to Arizona State University and began playing football for the Arizona State Sun Devils. He was a member of the team from 2000 to 2002. He had 163 tackles and 44 quarterback sacks while at Arizona State.
