Tobin Bell was born on August 7, 1942, to parents Eileen Julia Bell Tobin and Joseph H. Tobin in Queens, New York, in the United States. His mother was an English actress, and his father, the founder of the radio station WJDA, was of Irish heritage. Bell spent most of his boyhood years with his two brothers in Weymouth, Massachusetts.

In college, he majored in journalism and liberal arts to become a writer. He later attended Montclair State University and graduated with a master’s in environmental science. Bell spent a brief time working for the New York Botanical Garden when he finished his education.

Later, Lee Strasberg and Ellen Burstyn joined Bell at Neighborhood Playhouse and Actors Studio, where he pursued acting training.
